This is a great point! Surely it's reasonable to require landlords of larger buildings (and condo corps) to clear sidewalks next to their property. They typically employ folks to clear common areas on their property, so it wouldn't take much extra time or money to do the sidewalks too? Even better if, as you suggest, they can hire young people who live there to do this work.
